Does canceling a Merch order refund the customer?

This is correct. When canceling orders for a Merch order, the customer will receive the following:

• Email notification of the cancellation 
• Refund of the original amount paid

The refund can take 5-10 days for the customer to see back on their card, depending on your payment processor.
